Board of Directors of EFA includes representatives of the Ministry of Economic Development, the Federal Tariff Service of the Russian Federation, JSC «SO UESR» (System Operator), JSC «FGC UESR» (GridCo), Non-profit Partnership «Administrator of Trading System» (Market Operator), the Energy Research Institute of the Russian Academy of Sciences.

The EFA is in the process of creating territorial branches in all Federal Districts of the Russian Federation, to allow it to better keep track of regional aspects of the development of the electric power sector.
